Aboriginal capacity building
AbSec staff within the Transition Program Office are leading the Aboriginal NGO capacity building project, which supports the growth and development of accredited Aboriginal OOHC providers to achieve this important transition principle.
All agencies providing OOHC services in NSW are accredited and monitored by the NSW Children’s Guardian. Under this accreditation, agencies are contractually obligated to comply with NSW legislation and standards of OOHC.
Culturally and linguistically diverse (CALD) OOHC tools and resources
Community Services has put together some basic resources to provide information, advice and tools to assist OOHC providers to accurately identify the needs and supports required by refugee and migrant children, young people and families in OOHC.
Memoranda of Understanding (MOUs) have been established to provide a framework to support children and young people in care to access the best possible services via collaboration between government and non-government agencies.
The Media Guide aims to assist NGO OOHC agencies to communicate with the local community, promote events and activities, and generate community interest and support. It also provides guidance around best practice and legal implications of showing children and young people’s information in the media and with the general public.
In 2012, the Minister for Family & Community Services announced 38 community organisations had been awarded funding to provide OOHC services in NSW over the next four years. Up to $123 million in funding over four years will be provided to these agencies. This covers 3,145 placements for up to 6,800 children.

The Transition Program Office has developed procedural guidelines that set out clear, concise transition phases for agencies, Community Services and carers. These are to facilitate consistent implementation across NSW. A flowchart mapping the process is also available.
