Aboriginal Child, Family and Community Care State Secretariat
The Aboriginal Child, Family and Community Care State Secretariat (AbSec) is the peak body providing child protection and out-of-home-care policy advice to government and the non-government sectors on issues affecting Aboriginal children, young people and their families.
AbSec also auspices the Aboriginal statewide foster care support service (ASFCSS), providing free telephone and advocacy services for the carers of Aboriginal children and young people, and local communities wishing to establish Aboriginal foster care support groups.
Association of Children’s Welfare Agencies
The Association of Children’s Welfare Agencies (ACWA) is the NSW non-government peak body representing community organisations who work with vulnerable children, young people and their families. ACWA works with their members, partners and government agencies, initiating and contributing to policy development to bring about systemic reform.
ACWA also provides training opportunities for people working across the community welfare sector through the Centre for Community Welfare Training (CCWT).
Australian Council of Social Service
The Australian Council of Social Service (ACOSS) is the peak council of the community and social services sector. ACOSS supports non-government community welfare organisations that work with people affected by poverty and inequality.
ACOSS develops and promotes socially, economically and environmentally responsible policy and action by government, community and private sectors.
Australian Institute of Health and Welfare
The Australian Institute of Health and Welfare (AIHW) is Australia's national agency for health and welfare statistics and information.
Australian Research Alliance for Children and Youth
The Australian Research Alliance for Children and Youth (ARACY) is a national non-profit organisation that aims to improve the wellbeing of children and young people by advancing collaboration and evidence-based action.
ARACY builds and supports collaborations of researchers, policy makers and practitioners across disciplines to share knowledge and foster new ways of thinking and working.
Centre for Community Welfare Training
The Centre for Community Welfare Training (CCWT) is the learning and development arm of ACWA. CCWT is a registered training organisation providing training opportunities for people working across the community welfare sector in NSW and promoting a learning culture within the human services sector.

Centre for Volunteering
The Centre for Volunteering is the peak body in NSW that promotes and supports volunteering and community participation. The Centre for Volunteering includes Volunteering NSW, their service delivery arm, and the School of Volunteer Management, a registered training organisation.
The Centre provides referral, training, resource development, information and education services to help people get involved in their communities, and enhance the capacity and skills of not-for-profit organisations, corporations and government to become involved in the community.
Community Child Care Cooperative NSW
The Community Child Care Cooperative NSW is a peak children’s service organisation in NSW. It supports and advocates for quality children’s services, meeting the needs of children, their families and the community.
They provide resources, support and skill development opportunities for children’s services providers.
Community Connections Solutions Australia
Community Connections Solutions Australia (CCSA) www.ccsa.org.au is a non-profit non-government organisation that provides information, support, training and advocacy for early childhood services and community organisations.
Its members span a range of service types including preschools, long day care centres, mobiles, occasional care, family day care, early intervention, multi purpose centres and out of school hours care.
Community Housing Division
Formerly the Office for Community Housing, the Community Housing Division of Housing NSW is the primary relationship and contract manager of community housing providers in NSW.
Community Justice Centres
Community Justice Centres provide free mediation and conflict management services to help people resolve disputes. Services are available throughout NSW.
Contact Inc is a program for isolated children, families and communities. It works directly with parents, carers and agencies that work with or are related to children’s services and programs.
Council of Social Services, New South Wales (NCOSS)
NCOSS provides independent and informed policy development, advice and review and plays a key coordination and leadership role for the non government social and community services sector in New South Wales.
NCOSS works with its members, the community welfare sector, the NSW Government and other relevant agencies on current, emerging and ongoing social, systemic and operational issues.
CREATE is the peak body representing children and young people in out-of-home-care.
CREATE connects children and young people to each other and their community, empowers children and young people in care, and advocates to change the out-of-home-care system through improving policies, practices and services and improving community awareness.
Early Childhood Australia
Early Childhood Australia is the peak early childhood advocacy organisation, acting in the interests of young children, their families and those in the early childhood field.
Family Day Care Australia
Family Day Care Australia (FDCA) is family day care’s national peak body whose role is to support, enhance and resource family day care services, and lead the way for family day care in the Australian child care industry.
They work on behalf of the family day care community – including carers, coordination unit staff, families and operators/sponsors – to ensure the strength and continued growth of family day care in Australia.
Family Day Care Carers Association of NSW
The Family Day Care Carers Association of NSW Inc was formed in 1987 as an association run by carers in New South Wales to resource and support fellow carers.
The Association aims to develop and foster carer perspectives within family day care at state and national levels. Their primary purpose is to support carers to ensure the best outcomes for the children in their care.
FamS NSW Family Services
NSW Family Services is the peak body supporting non-government organisations in NSW providing services to families experiencing stress.
They are involved in a range of strategies that inform and influence Government, funding bodies, and the sector.
Federation of Ethnic Communities Councils of Australia
The Federation of Ethnic Communities Councils of Australia (FECCA) is the peak, national body representing Australians from culturally and linguistically diverse backgrounds.
FECCA's role is to advocate, lobby and promote issues on behalf of its constituency to government, business and the broader community.
Forum of non-government organisations (FONGA)
FONGA is a bi-monthly gathering of major agencies (government and non-government) and peaks operating in the community welfare sector. This forum is convened by NSW Council of Social Services (NCOSS).
Homelessness NSW is a broad-based peak body whose members include services that provide accommodation, support and other services to people who are homeless or at risk of homelessness.
It is also the central contact point for information and resources concerning adult homelessness in NSW. Homelessness NSW advocates on behalf of agencies and homeless people across NSW, with a particular focus on single men, single women, families and children.
Kidsafe is the trading name of the Child Accident Prevention Foundation of Australia that is focused on the prevention of accidental injuries to children. It is a non-profit and non-government organisation with relationships with government, research and advocacy groups around the world.
Kidsafe works at national, state and local levels and in cooperation with partners, such as government departments, industry, education, hospitals, the media, community groups and voluntary organisations, to address child injury issues for Australian children.
Local Community Services Association
The Local Community Services Association (LCSA) is the peak body of Neighbourhood and Community Centres in NSW.
LCSA resources and supports its members to develop as community development organisations, and to advocate and represent their interests amongst policy and decision makers.
Local Government and Shires Association
The Local Government and Shires Association is the peak body for local government in NSW, providing leadership to and advocacy for local government in NSW.
They also provide research support for the policy positions and standing committees of both the Local Government Association of NSW, which represents urban councils in NSW, and the Shires Association of NSW, which represents regional councils in NSW .
Local Government, Community Development and Services Association of Australia
The Local Government Community Development and Services Association of Australia is the national professional association for people employed in local government within community services, community development and social planning.
The Association is a federation of state based community services associations.
Migrant Resource Centres
Migrant resource centres are independent non-government organisations that work with newly arrived migrants by providing direct assistance on problems and challenges that face them.
They assist the community and migrant groups with support, information and advice. Migrant resource centres also represent the needs of the local community to planning bodies, other non-government organisations and service providers.
Migrant Interagency Networks
These local forums bring together local workers, stakeholders, representatives from local ethnic organisations, service providers and government and non-government organisations to address migrant, refugee and cultural issues.
The aim of these inter-agency networks is to raise issues, suggest and adopt strategies to improve client services and actively represent the needs of people from culturally and linguistically diverse backgrounds.
Mobile Children’s Services Association of NSW
The Mobile Children’s Services Association of NSW Inc (MCSA) is the peak advocacy and resourcing body for Mobile Children’s Services in NSW.
Its key role is to promote and support the establishment and operation of Mobile Children’s Services in NSW and support and advocate for the interests of children, families and communities in isolated and disadvantaged rural, remote & urban areas.
National Association of Community Based Children’s Services
The National Association of Community Based Children’s Services (NACBCS) is the peak representative body for all Australian community owned children's services and operates as a non-profit organisation. NACBCS promotes not-for-profit children's services in Australia by:
- advocating for and assisting the development of community owned children's services providing good quality care
- initiating public action to promote community owned children's services
- acting on behalf of community owned children's services in relation to governments and other bodies.
National Association of Multicultural and Ethnic Children's Services
The National Association of Multicultural and Ethnic Children's Services (NAMECS) facilitates access to and participation in children's services by NESB families; promotes and fosters cultural and linguistic diversity in children's services; works with government and others on related policy, planning research; advocates on issues affecting NESB children and families.
National Children’s Services Forum
The National Children’s Services Forum includes national sector-specific peak organisations which represent all of the specific service types supported by the Commonwealth Government’s Children’s Services Program.
National In-home Childcare Association
The National In-home Childcare Association Inc. (NICA) is the national peak body for the in-home childcare program in Australia.
NICA provides information and dissemination services, membership support, resources, advocacy and representation, research and policy development for our members, in home child care community and other interested parties.
National Out of School Hours Association of Australia
The National Out of School Hours Association is an alliance of the peak Out of School Hours Services Associations from each State and Territory in Australia.
Network of Community Activities
Network of Community Activities acts as a link-up for community activities and for Out of School Hours (OOSH) Services run by autonomous community groups, local councils and umbrella groups.
Network is the peak body for OOSH services in NSW and represents NSW on NOSHSA (National Out of School Hours Services Association).
NSW Commission for Children and Young People
The Commission is an independent organisation that works with others to make NSW a better place for children and young people.
The Commission reports directly to the NSW Parliament, and the Committee on Children and Young People oversees our work. The Commission administers the Commission for Children and Young People Act, 1998.
NSW Family Day Care Association
The NSW Family Day Care Association supports and promotes all aspects of family day care in the community. The centre’s key roles include research, advocacy, information/advice, education/training and consultation.
NSW Family Services see FamS
The NSW Ombudsman is an independent and impartial watchdog. The Ombudsman’s role is to make sure that agencies fulfil their functions properly and improve their delivery of services to the public.
It helps agencies to be aware of their responsibilities to the public, to act reasonably and to comply with the law and best practice in administration.
Amongst other things, the Ombudsman deals with complaints about organisations and individuals who provide community services, as covered under the Community Services (Complaints, Reviews and Monitoring) Act 1993. As every member of the public has the right to complain to the Ombudsman, much of its work is generated by complaints.
The Ombudsman also handles complaints by people who work for the agencies they keep watch over. Established through the Ombudsman Act, 1974, it is independent of the government of the day and accountable to the public through the NSW Parliament.
Occasional Child Care Association NSW
The Occasional Child Care Association is the peak organisation for occasional care providers in NSW.
Office for Children – the Children’s Guardian
The NSW Children's Guardian is a NSW Government department set up to promote the best interests and rights of children and young people in out-of-home care in NSW.
The Children's Guardian is part of the Department of Education and Communities. The Children's Guardian is an independent organisation that reports directly to the Minister for Community Services.
The Children's Guardian can make special reports to the Minister or directly to Parliament. The main functions of the Children’s Guardian are:
- promote the best interests of all children and young persons in out-of-home care
- ensure the rights of all children and young persons in out-of-home care are safeguarded and promoted
- accredit designated agencies and to monitor their responsibilities under the Act and the regulations
- The functions of the Children’s Guardian are described in the Children and Young Persons (Care and Protection) Act, 1998.
Playgroup Australia is the national peak and administrative body for playgroups in Australia. It is a not-for-profit federation of the eight peak State and Territory Playgroup Associations.
Refugee Council of Australia
The Refugee Council of Australia is a non-profit peak organisation providing information on and advocacy for refugees and humanitarian entrants in Australia on behalf of its organisational and individual members.
Secretariat of National Aboriginal and Islander Child Care
The Secretariat of National Aboriginal and Islander Child Care (SNAICC) is the national non government peak body in Australia representing the interests of Aboriginal and Torres Strait Islander children and families.
Primarily, SNAICC advocates for the cultural, spiritual, emotional, physical and economic needs of Aboriginal and Torres Strait Islander children and young people, promoting Aboriginal and Torres Strait Islander community based and controlled responses to the welfare and support needs of children and their families.
SNAICC has a membership base that includes Aboriginal and Torres Strait Islander community-based child care agencies, Multi-functional Aboriginal Children's Services, crèches, long day care child care services, pre schools, early childhood education services, early childhood support organisations, family support services, foster care agencies, link up and family reunification services, family group homes, community groups and voluntary associations, and services for young people at risk.
Settlement Council of Australia
The Settlement Council of Australia (SCOA) is the incorporated national peak body in Australia for Migrant Resource Centres and Migrant Settlement Agencies.
SCOA operates as a network of settlement service providers brings settlement service providers together at a national level in order to create cohesion amongst members, and improve collaborative and strategic planning processes for the settlement sector.
Social Policy Research Centre
The Social Policy Research Centre (SPRC) is a specialist research centre at the University of New South Wales. The SPRC conducts research on all aspects of social policy, disseminates research findings, promotes research training through postgraduate study and contributes to policy development and evaluation.
NSW Women’s Refuge Movement
The NSW Women’s Refuge Movement is a network of women's refuges located across New South Wales providing support and accommodation for women and children escaping domestic violence.
The NSW WRM develops policy and provides information about women's refuges and domestic violence for the community, government agencies and the media.
YFoundation previously Youth Accommodation Association (YAA)
The Youth Accommodation Association is a peak body that seeks to end homelessness in NSW and Australia-wide. YFoundation seeks to represent the needs of young people at risk of or experiencing homelessness and those services who support them.
The Foundation is a network of member services working with young people, government organisations, concerned individuals, and other organizations that may deal with young people to develop a range of policies to improve service provision to homeless young people.
Youth Action and Policy Association (YAPA)
The Youth Actions and Policy Association (YAPA) is the peak community group working in the interests of young people and youth services in NSW. YAPA strives to achieve social justice for young people, including the appropriate provision of services for young people.
YAPA’s role is to:
- monitor and respond to government policies and proposals affecting young people
- promote and advocate on issues affecting young people and youth services
- bring young people and youth workers together to act on issues affecting them
- work to raise a positive profile of young people in the media and in the community
- provide training, forums and conferences to young people and youth workers
- provide information and referral
- produce a range of resources, publications and newsletters.
