Note: The information, forms and resources on these pages are being progressively updated to reflect the new licensing system.  However, applications for new licences and variations to existing licences that are made on old forms will continue to be accepted by Community Services.

A new licensing system is being introduced from 1 January 2011. The new system means that there will be a master licence for each provider, and separate approvals for children’s services and authorised supervisors. These changes will reduce unnecessary regulatory burden for service providers.

The establishment of separate approvals for children’s services and authorised supervisors means that licensees no longer need to vary their licence when they engage a new approved authorised supervisor for their service, or if they want to take over a service that has already been approved. Instead, licensees are required to simply notify Community Services of these changes in writing.

Licences and approvals can now be issued without a fixed term, removing the need to apply for further licences.

In addition, there is no longer a requirement under the Children’s Services Regulation for a person to advertise their intention to apply for a children’s service licence.

Note: Existing licensees and approved authorised supervisors do not need to apply for a new licence or approval – they will be automatically transferred to the new system.

Applications which were lodged before 1 January 2011 but not determined by that date will be carried over into the new system. Licensing staff will contact applicants about how their applications will now be dealt with.

tips to help you with the new forms

  • Make sure to use the correct forms for your situation:
    • I want to apply for an approval for a brand new children’s service which is not currently licensed. See new licences and approvals.
    • I am going to be the new operator of an existing licensed children’s service. See change of provider.
  • If the provider is to be one individual (a ‘flesh and blood’ person such as Mary Smith or Bill Black) use the forms for ‘if service provider is an individual’
  • If the provider is to be a partnership or an organisation (a company or incorporated association) use the forms for  ‘if service provider is an organisation or partnership'
  • Be sure to lodge each form with all the documents which the form requires. If for some reason you cannot lodge one of these documents with the form attach a note explaining why. When you do send the documents in, it's important that you clearly mark on them the name of the service to which they relate and the name of the licensee.
