Supported Accommodation Assistance Program
The Supported Accommodation Assistance Program (SAAP) is a joint State/Commonwealth initiative that provides funding for more than 400 services to help people who are homeless or at risk of homelessness.
The program is an important part of DoCS’ early intervention strategies which aim to support the development of sustainable families. Family breakdown is one of the main reasons why people become homeless.
Homeless people, including women and children escaping domestic violence, form one of the most powerless and marginalised groups in society.
client complexity tool project
Mission Australia has developed a client complexity tool for SAAP funded services. The purposes of the tool are to:
- measure the level and types of client needs in SAAP
- provide services with an assessment tool to collect information about their clients.
The next key phase is the national census week in June 2008 when all SAAP services will be asked to use the tool. The data collected will be invaluable to the sector in providing a snapshot of the support needs of SAAP clients

performance monitoring framework
The performance monitoring framework complements the Funding Policy and aims to achieve the best client outcomes with the available funding by rewarding enhanced performance and sharing responsibility for service delivery with service providers.
The framework describes the approach DoCS will use for monitoring performance. SAAP peak bodies and DoCS have agreed to work together on the implementation of the Framework in SAAP services.
